Financial Regulatory Environment in France
At ABM Global Compliance, we help financial institutions interpret this regulatory environment, determine how relevant requirements affect their activities and put together proportionate compliance arrangements for entering and operating within the French market. For banking institutions within the European Banking Union, the European Central Bank (ECB) has additional responsibilities under the Single Supervisory Mechanism (SSM).
Interpretation France's Financial Services Regulatory & Compliance Structure
France is one of Europe’s largest and most sophisticated financial markets, with an extensive regulatory structure covering banking, payment and e-money services, cryptoassets, securities, investment services and other regulated financial activities. As a member of the European Union and Eurozone, France combines national financial legislation with directly applicable and implemented EU compliance requirements.
The regulatory route for a business depends on the nature of its activities, products, services and institutional structure. At ABM Global Compliance, we help financial institutions interpret this regulatory environment, determine how relevant requirements affect their activities and put together proportionate compliance arrangements for entering and operating within the French market.

Your Questions Answered
Who regulates financial services in France?
The ACPR, backed by the Banque de France, supervises banks, payment and e-money institutions, while the AMF supervises markets, investment services, and cryptoasset providers; the ECB supervises significant banks.
Do EU licences work in France automatically?
Not automatically. EU-authorised firms can passport into France, but notifications through home and host regulators must complete first, and some conduct and AML obligations still apply locally.
What licences do Money Services Businesses need?
Payment services and e-money issuance require ACPR authorisation under the Monetary and Financial Code; manual currency exchange businesses need ACPR authorisation too, and all remain subject to French AML/CFT rules.
How strict is French AML supervision?
Demanding and increasing. The Monetary and Financial Code sets detailed AML/CFT obligations, the ACPR and AMF examine controls actively, and the EU AML Regulation will raise expectations further.
Can ABM Global Compliance support market entry?
Yes. We advise across the full entry journey: licensing strategy, governance and policies, AML/CFT programmes, and ongoing compliance, while your business remains the regulated operator.
