Belgium operates under a “Twin Peaks” supervisory model, whereby prudential supervision is primarily carried out by the National Bank of Belgium (NBB / Banque Nationale de Belgique, BNB), while market conduct.

Your Questions Answered
Who regulates financial services in Belgium?
Belgium uses a Twin Peaks model: the National Bank of Belgium (NBB) handles prudential supervision, the FSMA supervises markets, conduct, and crypto providers, and the ECB supervises significant banks.
Do EU licences work in Belgium automatically?
Not automatically. EU-authorised firms can passport into Belgium, but notifications through home and host regulators must complete first, and some conduct and AML obligations still apply locally.
What licences do Money Services Businesses need?
Payment services and e-money issuance require NBB authorisation as a payment institution or e-money institution under the Law of 11 March 2018; exchange activities carry separate registration requirements.
How strict is Belgian AML supervision?
Demanding and increasing. The Belgian AML Law of 18 September 2017 sets detailed obligations, the NBB and FSMA examine controls actively, and the EU AML Regulation will raise expectations further.
Can ABM Global Compliance support market entry?
Yes. We advise across the full entry journey: licensing strategy, governance and policies, AML/CFT programmes, and ongoing compliance, while your business remains the regulated operator.
